The Kyoto protocol stipulates that the 39 industrial countries that signed the treaty must reduce their emissions of greenhouse gases by 5% between 2008-2012 compared to the 1990 benchmark year. Europe has converted the Kyoto protocol into an emission rights system for a number of branches of industry that together emit 45% of all greenhouse gases. The CO2 part of the system took effect on 1 January 2005 and requires that industry be more efficient in its use of energy.
A question of good will
Belgium pledged to reduce its emissions of CO2 by 7.5% by 2012. The regional governments have worked out a number of programs that industrial companies can sign up to voluntarily such as the Benchmarking Covenant and the Audit Covenant (on the Flemish side) or the Sectoral Agreements (in Wallonia). Participating companies pledge to work towards more rational use of energy and to limit CO2 emissions. In exchange, they are eligible for a number of subsidies such as an exemption from certain taxes or an environmental premium.
